System Employee Benefits Advisory Committee (SEBAC)

What is SEBAC?

The System Employee Benefits Advisory Committee (SEBAC) is an advisory group that provides recommendations to The Texas A&M University System administration on matters related to employee benefits. The committee works closely with the System Risk Management/Benefits Administration Office to offer guidance on benefits programs and packages available to A&M System employees and retirees. SEBAC operates under System Regulation 31.02.03.

Role of the SEBAC Representative

The SEBAC representative advocates for the benefits-related needs and concerns of all benefits-eligible university employees, including faculty, staff, and graduate student employees. Representatives are expected to demonstrate sound judgment, a strong interest in employee insurance programs, and the ability to represent the interests of all employees throughout their two-year term.

To serve effectively, representatives must dedicate time to gathering input from constituents regarding employee and retiree benefits coverage. They are also required to attend quarterly meetings and participate in subcommittee sessions as needed. View the SEBAC meeting schedule.

Election Process

In accordance with the Texas Insurance Code, SEBAC members are nominated and elected by popular vote. Each System Member may have one representative who serves a two-year term. Human Resources and Organizational Effectiveness coordinates the nomination and election process for representatives from Texas A&M University, Texas A&M Health, and Texas A&M University at Galveston. All benefits-eligible faculty, staff, and graduate assistants—including those at Galveston, Qatar, and Texas A&M Health—are encouraged to submit nominations.
