Description of an HR Liaison

Department heads are responsible for designating at least one HR Liaison to perform HR/Payroll-related functions in their departments as stated in the Human Resources Liaison Network Standard Administrative Procedure. To assist with determining who should fulfill this role, a brief description follows.

HR Liaisons

  • An HR Liaison is a Texas A&M University employee serving as the unit's liaison administering or managing human resources and payroll-related functions for employees within a college, division or department. HR Liaisons are responsible for one or more programs and/or online systems to perform a variety of functions including processing employee time off/leave requests, timekeeping, benefits enrollment, position descriptions, recruitment, hiring, onboarding, new hire orientations, training, performance management, workers' compensation and more.   • A director/department head or dean must formally assign the role of HR Liaison and annually evaluate the employee on their liaison responsibilities. The HR/Payroll-related duties should be written into the employee's position description and performance goals. Suggested wording for the position description: Performs HR/Payroll-related duties for the college, division or department and is annually evaluated on performance of these HR/Payroll-related duties.
  • The HR Liaison Network Administrator will determine the required training to be completed by the HR Liaison based on laws, rules, regulations and procedures. Assigned training must be completed within nine (9) months of designation. HR Liaisons complete courses related to their assigned duties. Liaisons are expected to additionally keep current with the annual continuing education requirements.   • An HR Liaison attends triannual HR Liaison network meetings and is responsible for distributing HR/Payroll-related information to employees from the meetings and the weekly electronic newsletter, HR Liaison Network News (LNN).

An HR Liaison may be asked to serve as a contact point for focus groups or pilot programs for Human Resources initiatives.
